News, Digital Desk- The expectations of central government employees and pensioners have increased again after the announcement of the Eighth Pay Commission (8th pay commission latest update). 

The government officially announced its formation in January this year. The aim of this commission is to recommend necessary changes in the salary and pension of central employees and pensioners based on the current economic situation.

Generally people believe that the Pay Commission only decides the formula for salary hike. But its responsibilities are much more than this. The Pay Commission also reviews allowances, facilities and especially health insurance schemes.

The Central Government Health Scheme (CGHS) provides affordable healthcare services to central government employees, pensioners and their dependents. There has been a discussion going on for a long time to improve this scheme so that it can be made more effective.

What is CGHS?

CGHS is a health scheme of the Government of India, which provides services such as doctor consultation, treatment, tests and medicines to employees and their families at a low cost. The scheme is mainly concentrated in urban areas, due to which its reach is limited.

Recommendations to replace CGHS have been made earlier as well.

The 6th and 7th Pay Commissions had recommended a new health insurance scheme considering the limitations of CGHS. The 6th Pay Commission had suggested an alternative scheme in which employees can join by making voluntary contributions. This scheme should be made mandatory for new employees in future. 

The 7th Pay Commission further said that health insurance can be a long-term and better solution for all employees and pensioners. 

It also suggested that for pensioners living outside CGHS, CGHS should empanel nearby hospitals under schemes like CS(MA) and ECHS so that they can also get cashless treatment.

Will any new scheme replace CGHS now?

In January 2025, the Health Ministry had considered replacing CGHS with an insurance-based scheme called Central Government Employees and Pensioners Health Insurance Scheme (CGEPHIS). 

This scheme can be implemented through IRDAI-registered insurance companies. However, there has been no official confirmation by the government yet.
